There are no specific licensing requirements for extensions. There are a number of extensions that are licensed as traditional, proprietary software, and the MPL is designed to accommodate those developers as well as protect the interests of open source contributors.

The Extension Wizard generates an extension skeleton. Including a standard license agreement headers for the js code... not the extension itself.
