Young mexican guitarist César Huesca has a high admiration for Guitar-Heroes like Joe Satriani and especially Steve Vai — So do I.
Not only does he play some of the most challenging solos seemingly effortless, he also has composed and performed some wonderful own pieces and — sorry Steve — he's way more fun to watch than "acting gay (on stage) Vai".

Maybe Andy Mckee is already too old for this list (Got no idea how old he is), but he sure is talented enough.
1. Can't say much about his live act or Crossroads silliness but he sure puts thought into his technique.
